The California Pavement Preservation Task Group (PPTG) held an all members meeting on December 4, 2007 at the Pacific Palm Conference Center in City of Industry. Over 65 members attended the meeting. The attendance list is attached as appendix A.

Basem Muallem, the Caltrans back-up co-chair of the PPTG, gave an introductory speech on the importance of pavement preservation with an emphasis on the need for partnerships among Caltrans, industry, and local agencies. Gary Hicks of the California Pavement Preservation Center (CP2 Center) provided an update on the Center task orders, selected activities and accomplishments, and future plans and efforts. Joe Holland of Caltrans and Scott Metcalf of SemMaterials discussed efforts by the Innovation subtask group, including current and future innovation projects, and new ideas under review. John Harvey of UC Davis summarized their work on performance and life cycle analysis estimates for pavement preservation treatments using Caltrans PMS data, reflection cracking and rutting performance of thin overlay mixes, guidelines for effective pavement preservation test sections, and fog seal safety related properties. Mary Stroup Gardiner of the CP2 Center described a survey of the rubberized asphalt concrete open-graded with high binder (RAC-O-HB) mixes, including the materials, mix design, and performance from several projects constructed since 1999. Bill Farnbach of Caltrans focused his presentation on quiet pavements which is one of the four characteristics that Caltrans policy requires all pavements to have: they are long lasting, quiet, smooth, and safe. Caltrans research efforts on quite pavements are expected to identify texture/properties that perform best, improve design standard, improve materials, and improve specifications.

Kirsten Stahl of Caltrans illustrated the processes and performance of precast slabs to preserve concrete pavements, including a discussion on the costs and design aids information. Joe Peterson of Caltrans and Don Matthews of Pavement Recycling Inc. discussed the various types of in-place recycling techniques, including hot-in-place, cold-in-place, and full depth reclamation foamed asphalt. They also provided an update on the development of the chapter and training module using in-place-recycling techniques for the Maintenance Technical Advisory Guide (MTAG). Haiping Zhou of MACTEC presented a study on economic benefits of pavement preservation using PMS data provided by several local agencies in California. Larry Rouen of the Caltrans and Brandon Milar of California Asphalt Pavement Association (CalAPA) discussed the MTAG training delivery plan.

Helen Bassham of UC Berkeley described the 2008 California Pavement Preservation Conference that will be held April 9-10, 2008 in Newport Beach. This 2-day event is presented by the PPTG through the cooperative efforts of Caltrans, the CP2 Center, the California Local Technical Assistance Program, FHWA, the Maintenance Superintendents Association, the American Public Works Association, and the County Engineers Association of California. Each PPTG subtask group was given an opportunity to report their activities, accomplishments, and future plans. Most of the subtask groups have been active and made progress in their efforts on issues relevant to the group's objective. Reports were provided by Joe Holland on innovation, Brandon Milar on Education, Gary Hicks on Strategy selection, Cathrina Barros on thin HMA, Bob McCrea and john Fox on fog/rejuvenating seals, Shawn Rizzutto on chip seals, Edgard Hitti on binders, Scott Dmytrow on interlayers, Casey Holloway on diamond grinding and dowel bar retrofit, Erwin Kohler on research, Bill Farnbach on quite pavements, Kirsten Stahl on partial and full depth repair, Margot Yapp on pavement management and Shakir Shatnawi on outreach. No reports were provided by the crack seal, warrantee, and patching and repair subgroups. The subgroup on integrating pavement preservation with PMS was discontinued.

Industry thanked Gary Hildebrand of SemMeterials for his role as the PPTG industry co-chair for the past 4 years and acknowledged his contribution to the pavement preservation in California. Industry then elected their new co-chairs for the group and the subtask groups. The elected new co-chair for flexible pavements is Hans Ho of Telfer Oil Company. The elected new co-chair for rigid pavements is Casey Holloway of Penhall Company. The elected new co-chairs for the subtask groups are listed below:

Shakir Shatnawi, Caltrans co-chair of the PPTG, expressed his appreciation to the participants for their attendance and their contributions in advancing paving technologies and pavement preservation in California.
