The Pavement Preservation Task Group is a cooperative effort by Caltrans and Industry that provides a forum to foster coordination and continuous improvement in pavement preservation in California. The task group identifies appropriate pavement strategies, makes recommendations to the Office of Pavement Preservation ensuring that pavement policies, procedures and best practices are applied. In addition, the group serves as a resource to local agencies.
Develops and recommends to sponsor changes in pavement preservation strategies, specifications, materials and tests and the related changes necessary in design and construction policies, as well as in other divisions as may deem necessary.
Caltrans and Industry each provide their representatives the time and dollars to prepare and participate in the meetings and, as required, on subtask group meetings. In addition, the group draws on local agency resources.
Members are selected based on their own merits and expertise, and not as representatives of specific companies or Caltrans divisions or districts.
Each member is expected to be fully empowered and act on his/her own rather than on behalf of their companies, supervisors or divisions.
Members are chosen based on their commitment to participate in the task group. Inactive members will be replaced by the discretion of the Industry and Caltrans co-chairs.
Communication on behalf of the task group will be conducted through the Industry and the Caltrans co-chairs. Individuals are expected to work through their own co-chairs.
Non-adherence to the established procedures or bypassing the established process is grounds for replacement of the member.
The time limit for serving as Industry co-chairs and subtask co-chairs is two years after which the chance is given to others to participate. Caltrans members are appointed by the Chief of the Office of Pavement Preservation.
Each co-chair must provide the name of a designated back-up who is a sub-task group member. The back-up individual must be fully empowered to vote and make decisions. The practice of the back-up system must be limited to rare occasions.
The sub-task co-chairs and champions are expected to report their findings directly to the Industry and Caltrans co-chairs.
The task group is a recommending body. Final decisions on task group recommendations are made by Caltrans through the Caltrans co-chair.
Review comments and recommendations will be presented to Industry and Caltrans co-chairs.
The sub-task groups will be given the opportunity to resolve issues within their own functions.
Issues will be recorded and prioritized with reasonable schedules with adherence to deadlines.
Constructive and non-punishing criticism is encouraged.
Comments on products produced by the task group will be circulated to all signed individuals in a specific subtask group.
The Caltrans co-chair is expected to solicit comments from the Maintenance Pavement Committee, Pavement Standards Team and Rock Products Committee and bring the feedback to the task group.
Other subtask groups may be established on as-needed basis.
Caltrans and Industry task group co-chairs and sub task group co-chairs and champions are expected to confer regularly on pertinent issues.
If unresolved issues within a sub-group arise, a dissenting opinion may be expressed through the submission of a dissention letter to the task group co-chairs.
