Caltrans State Pavement Engineer leads Division of Pavement Management

Shakir Shatnawi has been appointed the Caltrans State Pavement Engineer overseeing the Division of Pavement Management (PDM). As the State Pavement Engineer, Shakir has the approving authority on pavement specifications, policies, standards and guidelines for California's inventory of over 50,000 miles of roadways. DPM develops pavement policies, processes, standards, management systems, and programs projects ensuring the following:  1) Timely pavement preservation;  2) Application of the most appropriate strategies;  3) Focused investments; 4) Streamlined project management and delivery;  4) Establishment of the best policies, practices, specifications, plans, and standards.

Major Challenges - The challenges and obstacles that need to be overcome so that California can become a leader in pavement management include:
 
           Rapid Deterioration of the Pavement Network, Safety Needs, Fuel Prices,
           Decreased Funding, Congestion, Traffic Noise, Air Quality, Shrinking Resources,
          Costly Rehabilitation and Reconstruction
 
DPM Initiatives - Some of the major initiative and programs that are being implemented by DPM are:  Pavement innovation; Partnerships with industry, local agencies, FHWA and universities; Pavement recycling; Pavement smoothness; Warm mix asphalt; Rapid renewal strategies that can be constructed within a very short time prior to the opening to traffic; Long life pavement; Ten Year State Highway Operation and Protection Program (SHOPP) Plan; Pavement Management System (PMS); Project delivery; Pavement training.
 
Dr. Shatnawi obtained his Masters in Construction Management, his PhD in Construction Management, and has worked at Caltrans for about 20 years covering pavement materials, design and rehabilitation, preservation, construction and research.  He was the technical lead on major initiatives such as the Pavement Preservation Initiative, Long Life Pavement Program, rapid strength concrete implementation, the Dowel Bar Retrofit Program, and SHRP Technology Evaluation.  He was the driving force behind the establishment of the California Pavement Preservation Center.
